Usage limits for a service sold by the seat, the call or the gigabyte. You say what is counted and what each customer may have, and the limit is checked and the usage recorded in the same moment, so simultaneous requests cannot slip past a cap together. An estimate can be held while work runs and settled at the real amount afterwards. Everything consumed goes into a permanent record you can bill, report and audit from, and customers can be warned before they reach a limit.
Who it is for. Teams metering usage per user, organisation or tenant, who need caps that block when exceeded and resume once replenished, without writing their own counters.

Metered resources
You define what is counted and attach quota and rate-limit policies to the subjects that consume it.

One call checks the policy and records the usage, so concurrent requests cannot overrun a cap.

Reservations and a usage ledger
Reserve an estimate and commit the actual. Every unit goes into an append-only usage ledger with rollup reporting.
